Canada is often treating a systems-capacity failure as a shelter problem, a housing problem, an immigration problem, or a budget problem.
It is deeper than that.
It is a national deployment problem.
If Canada has enough public money to spend crisis-level amounts managing emergency shelter, temporary housing, service overload, and infrastructure failure, then Canada has enough money to organize a serious technical workforce to repair the systems causing the crisis.
The missing document is a national work specification.
Canada should publish the actual requirements:
- How many homes need to be built?
- How many apartments?
- How many modular housing factories?
- How many construction crews?
- How many civil engineers?
- How many building inspectors?
- How many planners?
- How many technologists?
- How many technicians?
- How many electricians, plumbers, welders, machinists, and HVAC specialists?
- How many energy projects?
- How many grid upgrades?
- How many water systems?
- How many bridges?
- How many ports?
- How many rail corridors?
- How many clinics?
- How many defence-production lines?
- How many public-sector digital systems?
- How many manufacturing plants?
- How many maintenance depots?
- How many software modernization teams?
- How many applied scientists?
- How many project managers?
- How many technical supervisors?
Then Canada should recruit, train, and deploy people against that list.
That is the real issue.
Canada does not only need ‘more people.’
Canada needs a serious national work plan that turns people into productive capacity.
Right now, the country has multiple labour pools available:
- Canadian youth who are looking for work
- Domestic technicians, technologists, tradespeople, and engineers who are underused or misallocated.
- Newcomers already in Canada whose skills are not properly recognized or deployed
- Global engineers, applied scientists, technologists, technicians, construction specialists, manufacturing specialists, software workers, and systems people who could be recruited against specific national requirements.
This should not be random immigration.
This should not be generic labour intake.
This should not be crisis management.
This should be requirements-based national rebuilding.
Canada has a housing shortage, infrastructure deficit, productivity problem, industrial underdevelopment problem, healthcare-capacity problem, energy-capacity problem, transportation problem, defence-production problem, and public-sector digital modernization problem.
Those are not abstract problems.
They are work packages.
They require engineers, builders, technicians, technologists, applied scientists, tradespeople, project managers, procurement engineers, digital systems teams, manufacturing teams, and field operators.
The public-interest question is simple:
If Canada can spend the equivalent of a technical salary managing crisis conditions, why can it not spend the same order of money hiring and training people to fix the systems?
A serious government would stop treating labour, immigration, housing, infrastructure, industry, and productivity as separate files.
It would combine them into one national deployment system.
- Define the work.
- Count the required people.
- Recruit globally where needed.
- Train domestically where possible.
- Create apprenticeship and technical-training pathways for unemployed and underemployed youth.
- Fast-track qualified engineers, technologists, technicians, and applied scientists.
- Remove credential bottlenecks where safe.
- Protect standards where safety matters.
- Build housing, energy, infrastructure, transportation, manufacturing, healthcare facilities, digital systems, and defence capacity.
Canada is not short of problems.
Canada is short of organized execution.
The country does not need more slogans.
It needs a work specification.

Appendix A: Data Sources
The asylum-accommodation and temporary-housing cost issue is documented. IRCC reported that, from April 2020 to September 30, 2025, federally funded hotel accommodations were provided to about 61,000 asylum claimants. Since 2020, temporary accommodation costs totaled approximately $1.2 billion, covering accommodations, meals, security, service providers, and transportation. IRCC also reported that all directly funded and managed asylum hotels were closed as of October 1, 2025.
The $1.2 billion hotel-accommodation figure matters because it shows the scale of the opportunity cost. At $50,000 per person per year, that amount could pay approximately 24,000 technicians, technologists, tradespeople, construction workers, manufacturing workers, maintenance workers, junior technical staff, or support staff for one year. At $75,000 per person per year, it could pay approximately 16,000 technical workers for one year. At $88,000 per person per year, it could pay approximately 13,600 higher-paid engineers, applied specialists, project managers, procurement specialists, software modernization workers, or advanced technical professionals for one year.
There is also a separate federal support stream through the Interim Housing Assistance Program. As of October 1, 2025, the federal government had provided approximately $1.7 billion to provinces and municipalities through IHAP to support temporary housing needs for asylum claimants. At $50,000 per person per year, that amount could pay approximately 34,000 technicians, technologists, tradespeople, construction workers, manufacturing workers, maintenance workers, junior technical staff, or support staff for one year. At $75,000 per person per year, it could pay approximately 22,600 technical workers for one year. At $88,000 per person per year, it could pay approximately 19,300 higher-paid engineers, applied specialists, project managers, procurement specialists, software modernization workers, or advanced technical professionals for one year.
Budget 2024 also provided $1.1 billion over three years to extend and renew IHAP to March 2027. At $50,000 per person per year, that amount could pay approximately 22,000 technicians, technologists, tradespeople, construction workers, manufacturing workers, maintenance workers, junior technical staff, or support staff for one year. At $75,000 per person per year, it could pay approximately 14,600 technical workers for one year. At $88,000 per person per year, it could pay approximately 12,500 higher-paid engineers, applied specialists, project managers, procurement specialists, software modernization workers, or advanced technical professionals for one year.
Combined, these three federal accommodation and housing-support figures represent roughly $4.0 billion. At $50,000 per person per year, $4.0 billion could pay approximately 80,000 technicians, technologists, tradespeople, construction workers, manufacturing workers, maintenance workers, junior technical staff, or support staff for one year. At $75,000 per person per year, it could pay approximately 53,000 technical workers for one year. At $88,000 per person per year, it could pay approximately 45,000 higher-paid engineers, applied specialists, project managers, procurement specialists, software modernization workers, or advanced technical professionals for one year.
This does not mean every dollar could be redirected directly into salaries. The original spending covered emergency accommodation, meals, security, service providers, transportation, administration, and temporary support. But the comparison shows the scale of the public-spending choice. Canada is already spending technical-workforce-scale money in crisis-management mode. The question is why comparable spending is not being organized into technical deployment streams that build housing, infrastructure, energy systems, transportation systems, manufacturing capacity, healthcare capacity, defence production, municipal infrastructure, and public-sector digital modernization.
The per-person comparison matters because this is where the technical-deployment argument begins. IRCC stated that hotel sites peaked at 46 sites in late 2023, at an average cost of $205 per night. Annualized, that is about $74,825 per person per year if someone were housed for a full year at that average daily cost. That is not a small number. It is in the same order of magnitude as many technician, technologist, trades, construction, manufacturing, junior engineering, applied-systems, and project-support salaries.
The asylum-processing system also has direct public costs beyond hotel accommodation. The Parliamentary Budget Officer estimated that the average federal cost for each asylum claimant arriving from visa-exempt countries with an electronic travel authorization was about $16,500 in 2024, with a range from $9,055 to $40,814 depending on the number of appeals before a final decision.
CMHC’s 2025 framework says Canada needs housing starts to rise from a projected roughly 250,000 units annually to about 430,000–480,000 units annually by 2035 to restore affordability. CMHC also says this would require a larger workforce, more investment, greater productivity, automation, and modular construction. This confirms the core point: Canada does not only need housing policy. It needs housing production capacity.
Statistics Canada reported youth unemployment at 14.3% for ages 15–24 in April 2026, above the pre-pandemic average of 10.8%. That means Canada has a real domestic youth labour pool that could be trained, apprenticed, and deployed into trades, technical, construction, maintenance, manufacturing, infrastructure, and industrial roles.
Canada already has a fast-track mechanism for highly skilled global workers. The Global Talent Stream lists a 10-business-day service standard for applications and 2-week work permit processing for eligible highly skilled workers, with both standards expected to be met 80% of the time. This means Canada already has a mechanism that could be tied more directly to national technical requirements, instead of treating skilled immigration as a disconnected intake stream.
The infrastructure need is not small. FCM has cited a national municipal infrastructure deficit estimated at $270 billion, while noting that local governments own more than 60% of Canada’s core public infrastructure. That turns the issue into a concrete work list: roads, bridges, water systems, wastewater systems, transit, public buildings, maintenance depots, and local infrastructure systems that need engineers, technicians, technologists, tradespeople, project managers, procurement specialists, and field operators.
Canada is already paying crisis prices. The missing move is to turn crisis spending into national technical deployment streams: unemployed youth, domestic builders, underused newcomer skills, and global engineers organized against a real work specification for housing, infrastructure, energy, transportation, manufacturing, healthcare capacity, defence production, municipal systems, and public-sector digital modernization.

I believe this capability optimization would benefit Canada because it turns crisis spending into capacity building. Instead of only paying after systems fail, Canada would define the work that must be done, count the people needed, and organize youth training, domestic workers, newcomer skill recognition, and skilled global recruitment around housing, infrastructure, energy, transportation, manufacturing, healthcare capacity, defence production, municipal systems, and digital modernization.
This is simple memo is strong because it turns a messy national debate into a simple systems question: What work must be done? How many people are needed? Why are we spending crisis money without building the workforce that prevents the crisis?
