Comment for Lex Fridman and Elon Musk on Establishing a “Government Efficiency Commission”

Preamble

This is where the conversations of the Big Tech community, broad tech community, and Crypto community need to converge on, and remain, until this is solved.

Introduction

Elon Musk’s conversation about the challenges of establishing a government efficiency commission resonated deeply with those of us in the private sector who prioritize efficiency, truth, and logic, much like the Skills Gap Trainer (SGT) approach. Musk’s analogy of the ‘matrix’ fighting back against merit-based reforms highlights a critical barrier: entrenched bureaucratic systems designed to maintain the status quo and resist change.

Legislative Inefficiency

Additionally, Musk has emphasized that legislative inefficiency is a significant hurdle. The creation of redundant, convoluted, or overly complex legislation often hampers the ability of government departments to operate effectively. One of the areas that the government efficiency commission must focus on, includes legislative reform, ensuring that laws and regulations are streamlined, clear, and conducive to efficient governance. This entails a rigorous review of existing laws to identify and eliminate outdated, contradictory, duplicated, dangerous, inefficient or unnecessary regulations that burden the administrative machinery.

The SGT Perspective

From the SGT perspective, the inefficiency issue stems from a lack of accountability and meritocracy within government and government-linked industries and the lack of review function and clean up function at the end tail of the process for outdated legislative documents that may no longer be relevant in modern times (similar to how computer files add up over time on hard drives, unless they are deleted when they are no longer necessary).
The management of administrative office work groups across the government and government subsidized industries” often promotes mediocrity, group monopolies, and social network-based dominance over upcoming and rising independent professional workers from expert Millenials and Gen Z workers, preventing the establishment of modern, next generation level, effective and efficient operations, strategic operations, and well-envisioned (positive tech vision for humanity), operational objectives within administrative leadership and control systems of society.

Examples of Non-Meritocracy Group Dominance Networks in Administrative World:

  • Insider friendship job monopoly networks
  • Race-based and country based group monopoly networks
  • Gender-based group monopoly networks
  • Groups formed from common interest areas form job monopoly networks
  • Connections established from youth forming job monopoly networks
  • Groups from wealthy areas within society forming job monopoly networks
  • Groups based on political party alignment job monopoly networks
  • Seniority-based (elderly based) job monopoly networks

Technological Integration

To ensure legislative and departmental efficiency, the “efficiency commission” should advocate for the integration of modern technological tools from xAI, Google, Meta and OpenAI. A top tite for this “efficiency comission” is “Government Efficiency and Innovation Board (GEIB)”. This would align the archictecture well with the “AI Safety and Security Board (AISSB)”.
Utilizing advanced data analytics, AI-driven decision support systems, and real-time monitoring platforms can provide valuable insights into departmental performance and legislative impacts. These tools can help identify inefficiencies in the vast documentation produced within government offices or government linked monopoly industries (banks, healthcare administration, educational administration, drug sales, liquor sales, etc), predict future challenges, and recommend proactive measures, thereby enhancing the overall efficiency, strategic decision making, productive economic planning and safe economic management, and responsiveness of government operations to citizen needs instead of unknown interventions, unknown international entities, and unrecognized foreign agents from un-elected global stakeholders (not connected to the citizen architecture of guidance provision from authoritative citizens).

Merit-Based Approach

A merit-based approach, as Musk and SGT operate on and suggest, would entail a comprehensive third-party “benchmarking and review of merit and competence” of personnel and processes as well. This involves identifying underperformers, unskilled, illogical, immoral, and erratic/chaotic/unstructured thinkers, thinkers that contravene the national interest and do not hold paramount the public welfare, it’s health and its dreams, and reallocating national capital resources to core performers.

Departmental Efficiency

In terms of departmental efficiency, the commission should implement a system for continuous performance evaluation and improvement. This includes setting clear performance metrics for each department and regularly assessing them against these standards. Departments should be encouraged to adopt best practices from the private sector, such as Lean Six Sigma methodologies, to enhance their operational efficiency. Additionally, inter-departmental collaboration should be promoted to ensure that resources and expertise are effectively shared and utilized, reducing redundancy and fostering innovation.

Overcoming Resistance

However, the resistance Musk mentions — the ‘matrix’ is a formidable opponent. This resistance is embedded in the cultural and structural fabric of these institutions, where change threatens established power dynamics and job security.
Overcoming this would require not only technological and procedural reforms but also a cultural shift towards valuing competence and results over tenure and immoral group monopolies, insider friendship job monopoly networks, race-based group monopoly networks over occupational areas, gender-based group monopoly networks over occupational areas, and connections formed from common interest groups and/or wealthy areas within society and other group types, that through the nature of their groups establishment only serves to facilitate the success of their group type over the success of the nation.

Cultural Shift

We must foster a cultural shift towards believing in the value of the individual as equivalent to any group, understanding that an individual’s logic can be as good as or even better than a group’s understanding. Remember, just because individuals form a group, it does not prove the group is correct in its actions. This is flawed reasoning of the mob, and not scientific in any way.

Advanced Technologies

Musk’s insights into the inevitability of conflict and resistance within human administrative and government systems provide a sobering reminder of the complexities involved. Yet, by leveraging advanced technologies such as Open Source AI, and structuring an efficiency commission with Technologists, Applied Scientists, and Engineers, we can pave the way for gradual but meaningful improvements.

AI Safety and Security

It is crucial to establish an “AI Safety and Security Board” to ensure that these technologies are not misused to censor free speech or suppress the authority and rights of citizens. This board must protect the citizens’ rights to shape national vision and guidance for the next civilization, a right that should not be controlled by un-elected foreign agents from unknown global institutions or political alliances.

Expanding Human Horizons

The goal of the “AI Safety and Security Board (AISSB)” and the “Government Efficiency and Innovation Board (GEIB)” should be to”guard AI Safety”, to provide and measure achievement of “Efficiency Guarantee”, and also to enable citizens to transcend their experience and existence on land, but to gain the capability to boldly venture and to explore new frontiers such as the sea, subsurface environments, the sky, and outer space.
The design and implementation of the “AI Safety and Security Board (AISSB)” and the “Government Efficiency and Innovation Board (GEIB)” must be carefully managed to increase the range of locations where humanity can thrive, while maintaining humanity’s role in protecting the balance of communities, technology, in harmony and balance in the universe.

Individual Empowerment

This empowerment must come from the individual citizen, not from groups that conspire for their own interests. True conspirators are those groups that place their interests above all else, often at the expense of the broader community they are supposed to serve. Therefore, fostering an environment where individual logic and innovation are valued above groupthink is essential for the progress and balance of our society.

Efficiency Benchmarking Model

Open Source AI systems, combined with professionally designated technologists, computer scientists, and engineers, could theoretically construct an “Efficiency Benchmarking Model for Administrative Professionals (EB-MAP)”. This model would evaluate the competencies and experience of all administrative workers across the government and the entire economy where the government is linked and embedded, to determine if they make the cut and operate in the interest and have held paramount the welfare of the public with the achievement of advanced progress for the nation in their role over time.

Bench-marking and Optimization

By bench-marking and optimizing the administrative workforce, we can identify and address components that do not add productive benefits to the mission and goals of leadership, the goals, guidance and national vision of the citizens when it is not planted there as ideas by foreign corporations !!!!!!, and administrative functions of improving national efficiency, therefore strength and advancement as well. This “bench-marking and optimization” process continually frees up tremendous amount of labour, which can be balanced to other critical productivity sectors, medical specialists, trades, technicians, technologists, engineers, scientists, other STEM professionals, manufacturing professionals (including robotics manufacturing and maintenance professionals) and guardians (border security, park security, police, and military).

Professional Competency Evaluation

This approach could be somewhat similar to the “technology benchmarking competency evaluation” models that technologists and engineers undergo to obtain their credentials (professional designations such as PTech, AScT, PEng, as seen in Technologist and Engineering societies like “Engineers Canada”), which include a mixture of evidence of competencies and verification by competent and most senior technical professionals in society.
(not random reference letters as HR in administrative world uses, references by unknown members of society that are likely an insider group of some sort, as mentioned earlier, therefore undermining the very premise of merit, skill development and competency evaluation)

Regulatory and Accrediting Agencies

‘Shouldn’t administrative workers in government administration, healthcare administration, banking administration, education administration, and non-profit administration, and all other government-linked/subsidized industries have a regulator and/or accrediting agency that manages the efficiency license of these workers? Similar to how other professionals in society are regulated when they practice? For example, Engineers, Surgeons, Police, Electricians, etc…’
Multiple observers, often senior professionals, sign off on each individual competency, ensuring a rigorous and thorough evaluation process. These observers do not merely sign off on the person as a whole but on dozens of specific categories and subcategories of competencies. Each signature attests to the individual’s proficiency in a particular component of a competency.
Additionally, there is a disciplinary function in place that allows the public to hold those who cause errors and damage accountable without necessitating a complex legal battle with the government, which would be inefficient for everyone.

Advocacy for Efficiency License

The SGT team advocates for this approach, the regulation of an “efficiency license for administrative professionals, that is monitored yearly,” emphasizing the importance of continuous improvement and the strategic use of technology to enhance productivity and accountability.

Conclusion

In conclusion, while the path to government efficiency is fraught with challenges, the principles of meritocracy, administrative benchmarks, technology benchmarks, professional competency evaluation, and verification similar to those done by expert technology committees in technologist and engineering fields, and technological integration, as discussed by Musk, offer a viable roadmap. It’s about time we rethought our approach and started implementing these changes, one step at a time, and we can begin with a well designed “AI Safety and Security Board (AISSB)” and the “Government Efficiency and Innovation Board (GEIB)”.

We’re not interested to do the current process, one more time (that’s what politicians do), to recycle it, to end up with the same result. We’re talking about changing the process, and using a different process from a different discipline (a non political process). We’re not talking about communism, that’s a political process. You are the one talking about political process that is taught in Political Science classrooms and law schools.
We’re talking about an impartial analyst of the information to optimize the information using logic and data first approach (as a starting point).
To truly improve efficiency and optimization, the government should employ detailed engineering schematics to visualize its systems.
By utilizing conduit flows similar to those in circuit board designs or architectural blueprints, we can better understand, quantify, correlate, and streamline operations.
Converting complex text data into symbolic structures — such as flowcharts, mathematical notations, or system diagrams can enhance clarity and facilitate system optimization.
This approach would revolutionize administrative task management, akin to optimizing a complex machine for peak performance.
We should harness STEM principles and AI systems to identify optimization opportunities within government administrative systems, transforming them into smaller, leaner, more efficient, transparent, and effective entities.

Emphasizing the Importance of Modern Techniques:

STEM Techniques and AI Evaluation: The human brain cannot retain every character in memory for a comprehensive evaluation of all historical and current data within the offices of Canada (for all buildings of Canada). Hence, leveraging AI and STEM techniques is crucial for evaluating, reviewing, and organizing all government documentation efficiently.

Systemic Reform and Visualization: Traditional legal systems go back to as far back as 2100 BCE, build layers of complexity over thousands of years, that impede efficiency and create bulk (and create a supranational language that no citizen on Earth actually understands.. except the Lawyers.. )

For example, in Small Claims Trials, the submission of up to 50 documents, each ranging from 20 to 85 pages, results in binders filled with hundreds of pages of documentation, especially against large-scale corporate opponents. This inefficiency underscores the need for significant reform not using lawyers and politicians.

The Case for Efficiency Upgrades:

Visual Schematics: Implementing visual schematics allows for a more intuitive understanding of processes, akin to how engineers optimize circuits or architects design buildings. These schematics can be updated in real-time, ensuring that the latest data is always at hand.
Symbolic Structures: Utilizing symbolic structures like flowcharts and system diagrams can simplify the communication of complex legal and administrative processes, making them more accessible and easier to manage.

Harnessing AI for Administrative Optimization: AI can automate the review of extensive documentation, identify redundancies, and suggest optimizations that are impossible for humans or even an army of humans in the millions, to achieve with perfection at scale. This would lead to a more responsive and adaptive governmental system, once it is an engineered government system. It needs to be engineered, just like finance is currently being engineered, as an upgrade to the previous model we had in economics.

In conclusion, while the Law Commission of Canada addresses legislative inefficiencies for the time being, a broader application of engineering, STEM principles, and AI is essential for a truly modern, efficient, and effective government administration.
This isn’t jut advertising. The law as it stands today, is not the language of the 21st century.. there are other languages that can be used.. that work better.. and because of this.. once people are exposed to the other languages.. it would be impossible to revert back to ancient systems of designing complex systems. If you have ever looked at an administrative binder of government, or a website, you will quickly realize it has no user experience quality to it, it is not optimized. They haven’t done the work yet to catch up to what is possible technologically speaking.
So whether something is or is not the responsibility of government.. that’s up to the designer. The government as it stands today is not well designed, so it is not a ‘de facto’ way that things must always be done this way and if things get bad, they will be changed to where it needs to go, whether the government likes to do it or not. We won’t be designing it toady however, so we can’t say what is communism or what is not right now.
PP: That’s exactly what I was trying to get at. All of those other issues would require Big Government or the Private Sector to solve.. I prefer a lean Gov’t for efficiency. The private sector has an incentive (profit).

SGT: Ok thanks! Oh you noticed. That’s a first for someone to “make the connection” as to the inception capability of our posts, either directly or indirectly as other leaders with real influence then gain awareness of such alternatives, and widens their options and thoughts, that they then reject 20th century way of doing things and it changes policy development in North America (corporate/public). Haven’t been able to crack Europe yet, but there’s a way. Maybe there are many things that have started over the last four years from these types of posts on X or on our previous set of platforms that we ran and the “free” private e-mail communique’s we sent to national and world leaders over thee last 4 years. Notice how much trouble the WEF has been having? All you have to do is let all the leaders they engage with know of options, and they manage to react in time before they are overtaken. People have an easy time to refuse spam, but have a very difficult time to ignore a good idea. The idea is, to get the a great idea to them first, before someone else does, before someone else gets a really bad idea to them.
