The enactment of Bill C-21 on December 15, 2023, introduced a national freeze on the sale, purchase, and transfer of handguns in Canada.
While the legislation provides exemptions for elite sport shooters participating in disciplines recognized by the International Olympic Committee (IOC) or the International Paralympic Committee (IPC), the International Practical Shooting Confederation (IPSC) is not currently among these recognized disciplines.
Consequently, IPSC athletes in Canada are not exempt from the handgun freeze, which poses significant challenges for the sport’s sustainability.
Without the ability to acquire new handguns, existing IPSC participants may struggle to replace aging equipment, and the sport may face difficulties in attracting new members. This situation could lead to a gradual decline in IPSC activities within Canada.
Efforts have been made to address this issue. For instance, in October 2022, IPSC Canada submitted a brief to the Standing Committee on Public Safety and National Security, advocating for the inclusion of IPSC as an exempted sport under Bill C-21.
The brief highlighted IPSC’s global presence, with 109 member countries, and its commitment to safety and sportsmanship.
It also noted that countries with stringent gun control laws, such as the United Kingdom, New Zealand, and Australia, have provisions allowing IPSC athletes to train and compete.
Despite these efforts, as of now, IPSC has not been granted an exemption under Bill C-21. The future of IPSC in Canada remains uncertain, contingent on potential legislative amendments or recognition by bodies like the IOC or IPC. Canada Help!
